  • As per your request your delivery mode will be on call. This means that you must place your order at least 48 hours in advance of the date on which you wish to receive the delivery, Monday through Friday, between 8:00 AM and 5:00 PM. Should the delivery be required within less than 48 hours, (or during week-ends), an extra $75.00* will be charged to your account to cover part of the cost of an emergency delivery.
  • The heating oil price per litre is based on the date of delivery and is subject to market fluctuations, without further notice.

Is my oil tank in compliance with industry standards?

The main concern that customers have regarding their oil tank:

  • Is my oil tank in compliance with industry standards?
  • What are the standards for an oil tank?

Prevention is the best way to avoid an eventual oil leak from an oil tank or from the oil line that runs from the tank to the oil heating equipment (furnace, boiler or oil-fired water heater).

Here are the items to check:

  • An oil tank that is over 20 years old should be replaced. Since the late 1990’s, the age (year) of the tank is disclosed on the identification plaque
  • No identification plaque indicates that the oil tank is over 20 years old
  • An oil tank installed outdoors presents a higher risk of a leak as it is exposed to temperature variations with freezing and thawing cycles
  • The presence of humid areas or sweating at the base (underneath) is a sign of an eventual problem
  • A persistent smell of heating oil indicates an oil leak is on the horizon
  • Signs of corrosion is also an imminent sign of an oil leak
  • An oil tank left empty during summer season leads to humidity and corrosion build up inside the tank. It is recommended to fill up the oil tank in the spring to avoid this scenario.It is also important to mention that in case of a claim for an oil tank leak; most home insurance companies will not insure homes with indoor oil tanks that are older than 20 years or outdoor tanks older than 10 years, unless it is a fiberglass tank.

Please take note that the heating oil industry urges customers to be proactive in replacing their oil tank to avoid potential leaks that could lead to expensive decontamination costs. Norco has the right to refuse an oil delivery to a tank that presents a risk. In that context, we will propose oil tank replacement options.

Terms and Conditions

Les Huiles Norco, a division of Filgo Énergie inc. (“Norco”), agrees to provide the Consumer, at the delivery address specified herein (the “Premises”), with all heating oil needed to heat the Premises, at the prevailing Norco price, subject to market fluctuations, without further notice, all according to the terms and conditions of this agreement (the “Agreement”). This Agreement is effective from the date of its signature and may be terminated by either party upon a 30-day written notice.

The coming into force of this Agreement is conditional on Norco’s Credit Department’s acceptance of the Consumer. The Consumer authorizes Norco to perform such verifications as it deems necessary as part of the opening and maintenance of the credit for the purposes hereof, and undertakes to sign any document and to provide any consent needed to allow those verifications.

The Consumer shall provide Norco with a 30-day written notice prior to relocating and/or emptying the Premises. The Consumer will have to pay any heating oil delivery invoice within thirty (30) days following receipt by Norco of such written notice.

The Consumer shall immediately notify Norco in the event that the heating oil reserve is reduced to an abnormally low level and shall inform Norco in writing of any equipment malfunction, any changes to the Premises, to their residence, to the storage tank capacity or any change in needs of heating oil. Norco shall use reasonable measures to maintain at all times an adequate reserve of heating oil in the Consumer’s tank using the automatic delivery mode.

The Consumer agrees to accept delivery and to pay the price charged by Norco under this Agreement for the heating oil delivered during the term of the Agreement. The signatories of the present Agreement, if they are more than one, shall be solidarily responsible for the payment of all amounts due to Norco. Moreover, it is understood and agreed that the price is subject to change without prior notice.

Norco’s responsibility does not cover the damages which have not been directly caused by Norco or its representatives, including damages caused by force majeure, by a third party’s fault, by the Consumer’s fault, by a failure of the heater when the Premises are left unoccupied, by a disaster (fire, flood, oil spill, etc.).

In the event of a shortage of heating oil, Norco may allocate supplies of heating oil among its clients, at its discretion.

Norco shall have the right, and the Consumer hereby specifically agrees, to assign the Agreement.

Heating oil is payable at the time of delivery or upon receipt of the monthly statement of account or under the terms/conditions of credit authorized by Norco, which may be amended or withdrawn at any time in the event of non-compliance by the Consumer to its obligations or in the event of a material change in the credit file. In the event of a default by the Consumer, Norco may terminate the Agreement upon simple written notice to the Consumer.

Clause required under the Consumer Protection Act.

(Contract other than a contract of credit that contains a clause of forfeiture of benefit of the term)

Before availing himself of this clause, the merchant must forward the consumer a notice in writing and a statement of account.

Within 30 days following the receipt by the consumer of the notice and the statement of account, the consumer may:

 a) either remedy the fact that he is in default;

b) or present an application to the court to have the terms and conditions of payment prescribed in this contract changed;

c) or present an application to the court to obtain permission to return the goods forming the object of this contract to the merchant.

If the consumer returns the goods to the merchant with the permission of the court, his obligation under this contract is extinguished and the merchant is not bound to return to him the payments he has received from him.

It is in the consumer’s interest to refer to sections 14, 104 to 110 of the Consumer Protection Act (chapter P-40.1) and, where necessary, to communicate with the Office de la protection du consommateur.

Outstanding balances result in interest charges being charged at a monthly rate of 2% (26.82% per annum) compounded monthly.

Norco may, upon a written notice sent to the Consumer along with the amended clause and the former clause at least thirty (30) days before the effective date of the amendment, amend any terms and conditions of this Agreement. If the amendment results in an increase in the Consumer’s obligation or in a reduction in Norco’s obligations, the Consumer may refuse such amendment and terminate the Agreement without fee, penalty or indemnity, by giving a notice of no more than 30 days following the amendment’s entry into force.
